I think this is supposed to be interpreted as '“lol gas = dino juice so a time traveler can get free gas” but I initially read it as “Finally I have located the birthplace of the first sentient hominid. It is time to undo the destruction of mankind before it even begins. For a touch of irony, I will immolate them with the very poison with which they would have devastated the Earth.”
I saw it as neither. I thought his gas-powered time machine had run out of fuel, so he’s walking to the nearest gas station (the joke being that there won’t be a gas station in this era, so he’s trapped).

I interpreted it as the time traveler using the Time Machine to fuel his car / machine because it’s gone in the future.
